Exam trapExport orientation does not mean every domestic sale is prohibitedCustoms treatment does not make the zone a sovereign foreign country

Which activities can fall under the scheme?

Chapter 6 encompasses manufacturing and services, including software, and specifies activities in primary sectors such as agriculture and aquaculture. Approval is not automatic merely because a business exports. The unit must satisfy the scheme's eligibility, authorisation and compliance requirements. Pure trading is expressly outside these schemes.

Why “100% export-oriented” does not prohibit every DTA sale

The export commitment is read together with the policy's allowance for permissible DTA sales. Domestic clearance is conditional, not unrestricted. Sector rules, duties and notifications matter. Do not apply one historical percentage or tax concession to every EOU: consult the current consolidated policy and procedures for an operational decision.

Why this matters for industrial policy

  • Export schemes connect domestic production to international markets and imported inputs.
  • An area-based SEZ also involves zone infrastructure; an EOU's export orientation does not itself create such an enclave.
  • Evaluate benefits alongside compliance costs, domestic supplier linkages, employment and actual export performance—not labels alone.

Original Prelims-style practice question

Consider the statements: (1) Every EOU must be located in a notified SEZ. (2) FTP Chapter 6 excludes pure trading units. Which is correct? A: 1 only; B: 2 only; C: both; D: neither. Answer: B. EOU is a unit-based scheme, whereas SEZ is area-based; the trading exclusion is explicit in Chapter 6. This is an original practice question, not a UPSC previous-year question.
